While the media spotlight was fixed firmly on the big, shiny Budget headlines, something far less glamorousโ€”and far more concerningโ€”was hiding in the small print. A subtle change coming into force in 2029ย could hit employees with side hustles right where it hurts: in their cash flow.


Whatโ€™s behind this? And why does it matter?


๐—ง๐—ต๐—ฒ ๐—ง๐—ฟ๐˜‚๐˜๐—ต ๐—”๐—ฏ๐—ผ๐˜‚๐˜ ๐˜๐—ต๐—ฒ ๐˜€๐—ผ-๐—ฐ๐—ฎ๐—น๐—น๐—ฒ๐—ฑ โ€œ๐—ฒ๐—•๐—ฎ๐˜† ๐˜๐—ฎ๐˜…โ€

Side hustles have exploded in recent yearsโ€”some out of passion, many out of necessity.

With rising living costs, people are using small businesses to keep their households afloat. And as this world has grown, so has HMRCโ€™s interest.

Thereโ€™s been a lot of noise about the โ€œeBay tax,โ€ but in reality, it isnโ€™t a new tax at all. What isย new is HMRCโ€™s sharpened focus on collecting tax faster and more efficiently.


๐—›๐—ผ๐˜„ ๐˜๐—ต๐—ถ๐—ป๐—ด๐˜€ ๐˜„๐—ผ๐—ฟ๐—ธ ๐—ป๐—ผ๐˜„

At present, if youโ€™re employed and file a Self Assessment return for your side hustle, you can choose to have any balancing payment (up to ยฃ3,000) collected through your PAYE tax codeโ€”as long as:

  • The amount is below ยฃ3,000

  • You file your return by 30 December

But itโ€™s optional. If you prefer, you can simply pay your tax in the normal Self Assessment deadlines.


๐—•๐˜‚๐˜ ๐—ณ๐—ฟ๐—ผ๐—บ ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿต, ๐—ผ๐—ฝ๐˜๐—ถ๐—ผ๐—ป๐—ฎ๐—น ๐—ฏ๐—ฒ๐—ฐ๐—ผ๐—บ๐—ฒ๐˜€ ๐—บ๐—ฎ๐—ป๐—ฑ๐—ฎ๐˜๐—ผ๐—ฟ๐˜†

Starting in tax year 2029/30, HMRC will automatically:

  • Collect your previous yearโ€™s underpaymentย via PAYE

  • PLUS collect an estimateย of your current yearโ€™s tax bill

This means employees with side hustles will effectively be paying tax earlierย than someone whose entire income falls under Self Assessment.


๐—–๐—ฟ๐—ฒ๐—ฎ๐˜๐—ถ๐—ป๐—ด ๐—ฎ ๐˜๐˜„๐—ผ-๐˜๐—ถ๐—ฒ๐—ฟ ๐˜€๐˜†๐˜€๐˜๐—ฒ๐—บ

Two people could earn exactly the same amount, but depending on howย they earn it, they may have very different tax payment dates.

This raises questions:

  • Is this fair?

  • Does this align with HMRCโ€™s Charter to treat taxpayers equally?

  • Will this create avoidable financial stress for small and seasonal businesses?

Many argue it will.

Seasonal traders especiallyโ€”those who earn more at certain times of the yearโ€”may face serious cash-flow pressure if tax is taken before their busy months arrive.


๐—œ๐˜€ ๐˜๐—ต๐—ถ๐˜€ ๐—ฎ ๐—ฝ๐—ฟ๐—ฒ-๐—ฒ๐—บ๐—ฝ๐˜๐—ถ๐—ป๐—ด ๐—ฝ๐˜‚๐˜€๐—ต ๐˜๐—ผ ๐— ๐—ง๐——?

A consultation is planned for 2026, and while that sounds like an opportunity for sensible discussion, some fear the direction of travel.

A cynic might reasonably wonder whether this becomes a lever to push more small businesses into Making Tax Digital, perhaps even making quarterly updates the onlyย reliable way to keep PAYE codes accurate in real time.

Letโ€™s hope it doesnโ€™t come to that.
